Tip 2:GOST, DSTU or
TU - what's the difference? The difference
is that GOST (ГОСТ in Russian) and DSTU (ДСТУ in
Ukrainian) - are state
standards, and TU (ТУ) are private standards, developed by private entrepreneurs (or legal
entities).
Why invent TU where there is DSTU? To replace components
or to simplify the process. I.e. to reduce the cost of production. I personally
prefer to buy products labelled «ДСТУ».
At the same time we must note that DSTU are developed not for all products. DSTU list can be found here: http://uk.wikipedia.org/wiki/%D0%A1%D0%BF%D0%B8%D1%81%D0%BE%D0%BA_%D0%94%D0%A1%D0%A2%D0%A3
Tip 3:Several trade
rules
A. Buyer may
refuse to hand over bags in storage boxes of stores, except in case when such
bags/goods are sold in the store. If the bags are handed over, the
administration of the store is responsible for their safety.
B. Store employees have no right to check your bags or
search you, only a police officer may do it in case he/she suspects stealing.
C. To ensure that there is enough change in a cash desk is
the duty of a seller/cashier.
Tip 4:For those who love to travel An individual
has a right to bring to Ukraine
or from Ukraine
cash in amount not exceeding the equivalent of 10,000 Euros without a written
declaration to the customs authority. More than 10,000 euro requires a
declaration.
Tip 5: For those who cannot sleep because of
neighbours
1) Noisy maintenance and construction works are prohibited on weekdays from
21:00 till 08:00 (in Kyiv from 19:00 till 08:00), and on holidays and
non-working days - all the day long. 2) A loud singing and shouting, use of
sound-reproducing equipment is prohibited during the night from 22:00 till
08:00. 3) The work of musical bands in restaurants, bars,
cafes and other catering establishments, concerts, dance floors is permitted
from 9:00 till 23:00. 4) It is prohibited to use noisy fireworks and
vociferous installations in homes, hostels for houses adjoining areas and rest
areas at night from 22:00 p.m. till 8:00 a.m. Details: http://zakon3.rada.gov.ua/laws/show/1745-15 http://search.ligazakon.ua/l_doc2.nsf/link1/mr081108.html
Tip 6:To do the
right thing If you decide to
do the right thing, but have no means or time, you can write an application to
the body that is obliged to do those right things for you on the basis of your
taxes (housing office, city administration, Ukrautodor and so on and so forth).
This is not so difficult, you need to remember three things: A. State the name and address of the state body, your own
data (name, place of residence), sign, put the date and signature,
B. Explain the situation and your demand/proposition
clearly,
C. Send registered letter or even better - bring 2 copies
of the letter yourself, leave one and require to put the stamp of receipt on
the second.
PS: write in Ukrainian.
Complaining with no reason is not recommended, but try and change things for the better! It is
possible! Good luck! http://zakon2.rada.gov.ua/laws/show/393/96-%D0%B2%D1%80/print1335341219865995
Tip 7: give way to
pedestrians
At first I thought to write a post about the right way of
communication with traffic police (how to avoid protocol or bribe) if the
police tries to blame a driver who did nothing wrong. BUT! Practice shows that
traffic police officers are different, and it is much easier to give way to
pedestrians:
- On a zebra, even if they only begin to move;
- Where there is no zebra, but they have the right to
cross the road;
- Where they do not have the right to cross the road (do
you need troubles?)
Well, if you think differently, here is a recent example
(not mine) of how to protest actions of traffic police in such cases: http://fudd.org.ua/index.php?topic=7821.0
Tip 8: Terrible collectors? Their threats are
illegal!
What collector says or writes in Ukraine is
usually 99.99% pure fantasy, aimed at debtor’s payment.
We can explain such actions according to the legislation:
A. Collector companies typically violate a number of
articles of the Criminal Code of Ukraine (CC): 189 (extortion), 190 (cheating),
355 (coercion to implement the agreement with the threat of violence or
destruction of property), 182 (illegal collection and dissemination of confidential
information), 231 (illegal collection of commercial and banking information),
232 (intentional disclosure of such information).
B. Such companies are not allowed to arbitrarily increase
the amount of the debt (see the contract’s provisions).
B. The debtor has the right to restrain from fulfilment of
obligations to the new creditor until the debtor receives evidence of the
transition of right of claim to the new creditor (Article 517 of the Civil
Code).
D. As reported, a number criminal cases are opened against
collector companies in Ukraine
(Article 190 (fraud) of the Criminal Code), in particular against Ukrfinans (Укрфінанс). On 25 April 2012
a search was conducted in the company’s office,
documents seized.
What to do:
A. Pay the bills timely, but in case a debt occurs bear in
mind that collectors’ activities in Ukraine take form of psychological
pressure and one should not take seriously all that collectors say.
B. Do not communicate with collectors too much (hang up as
soon as you realize that the collector rings), don’t take their threats too
seriously (or take them as fiction literature).
B. If you decide to communicate with a collector cite the
above listed articles of the Criminal Code as regards violations.
Enthusiastically ask if the collector knows how much collectors “get” for
illegal activities (see http://zakon2.rada.gov.ua/laws/show/2341-14/print1331719953630103). Ask
if he wants a criminal case to be opened against him/her and collector company,
and will have time to collect their belongings before the arrival of law
enforcement officers. Politely say goodbye and hang up the phone.
D. Write a complaint to the police (having proof).
I advise to pay the bills, but to pay the actual debt. Do
not believe to collectors’ illegal threats.

Tip 9: Hotel truth
Be polite, even with tired and unhappy employees in hotel
business, but keep in mind that:
• Reservations should be confirmed by a written response;
• Receipt (or other document) about the service should be
given;
• Yes, they have the right to require a passport at
check-in (law, etc.);
• Checkout time is 12 noon, but the hotel can change it
according to local peculiarities, but check-in should be carried out
twenty-four-hour;
• Children under 5 years old live with their parents free
of charge;
• Bed linen should be changed at least 2 times a week;
• Each room must have hotel rules list, price list and
additional services list (in Ukrainian);
• It is prohibited to provide additional services (and
demand payment) without consent of the guest;
• You can stop using the services of the hotel at any time
by paying for actual services provided.
Of course, these rules apply only within the territory of
Ukraine: http://zakon2.rada.gov.ua/laws/show/z0413-04/print1332522981085418
Tip 10: Very simple
If you are filing a document somewhere, make a copy of it
and ask to put the stamp of the organization to which you are applying it. This
will be your proof of the fact of document’s filing (what, where, when) and can
be very useful.
