Stelmakh has been selected as one of three finalists to participate in
the Legislative Fellows cohort of
Professional Fellows Program (PFP), operated by the American Councils for
International Education and sponsored
by the U.S. State Department Bureau of Educational and Cultural Affairs.
Olga has been granted a work placement with the Senate
President Pro Tempore Joe Scarnati's office in Harrisburg, Pennsylvania.
The primary professional interest of Ms. Stelmakh
while pursuing this program is to explore
the Marcellus Shale Legislation act passed in 2012 as well as to consider
all outstanding issues relevant to the shale gas and fracing. Olga was already granted
the opportunity to visit the Marcellus shale gas well pads in the Senator's district
and to have a variety of meetings with key stakeholders (Shell, Keane
Groupe, Dominion Transmission, environmentalists, lobbyists, governmental
officials etc).
In addition to that Olga gets an insight into
the state legislative process and American approach to the day-to-day
business. On Olga's view this is the most fascinating and most beneficial from
the practical perspective experience she has ever got.
PFP is a professional development and cross-cultural
exchange program that provides the
opportunity to gain practical experience in, and exposure to, United States
government. The program brings emerging leaders from around the world to the
United States for intensive fellowships designed to broaden their professional
expertise. Participants are mid-career professionals actively involved in the
legislative and/or policy-making process. The program establishes structured
interaction among American and foreign participants designed to develop
enduring professional ties and lasting partnerships.
