During the interview for Inter TV-channel, Mr.
Konstantin Pilkov, managing partner of Cai & Lenard commented on
the initiative of the Ministry of Internal Affairs of Ukraine to provide banks
with information on lost citizens’ passports. Another
attempt to implement the receipt system of valuable for the banks information,
which could have helped banks to prevent fraudulent schemes of obtaining loans
with lost passports, faced criticism again. The Law on protection of personal
data, which is in force from 1 January 2011, allows to process personal data
only upon person’s consent. Without such consent data can be processed and
passed to other persons only in cases, defined by the law.
“Applicable
laws do not envisage cases, when citizens’ personal data can be transferred
without their consent by the Ministry of Internal Affairs of Ukraine, as a
state body, to banks, as private entities”, underlined Mr. Konstantin Pilkov.
