A ban (moratorium) on the most transactions on alienation of agricultural lands was introduced in Ukraine in 2002. Today this ban after numerous extensions of its terms is still valid and will be valid at least until 1 January 2016. About two thirds of the Ukrainian land, or about 42 million hectare, are agricultural lands. The main reason for the moratorium was a concern that liberalization of the agricultural lands market leads to uncontrolled process of the lands alienation and massive infringements of the rights, in the first place, of the individuals who are owners of the lands. It seems that the last necessary law which adoption completes the process of the protective mechanism of this market should be the law on circulation of agricultural lands. But this looks like a distant prospect.
